He had degrees in mechanical and civil engineering from the University of Minnesota and the University of Wisconsin.

In the 1950 Bend, Oregon, city directory, he and Shirley lived at 504 Congress. James was a civil engineer for the U.S. Bureau of Reclamation.

In the 1952 Bend city directory, he was in the U.S. Navy. He and Shirley lived at 404 E Franklin Avenue.

In the 1955 Boise, Idaho, city directory, he was back with the Bureau of Reclamation. He lived at 111 Main.

In the 1956 Boise directory, he was an engineer with the USBR. He and Shirley lived at 2723 Kathryn.

In the summer of 1960, he lived in Ephrata, Washington.

The May 16, 1964, edition of the Manitowoc Herald Times has this article, with a photograph:

Lt. Cmndr. James D Ellingboe, son of Mr. and Mrs. Edward E Ellingboe, of 1420 28th Street, Two Rivers, completed two weeks of active duty training as a navy reservist aboard the attack carrier U.S.S. Ranger April 18. During the cruise, Commander Ellingboe learned about ship and flight operations while the Ranger conducted carrier aircraft qualifications. Ranger operates out of Alameda, Calif. and is capable of launching the Navy’s jet propelled fighters and bombers at sea.

In 1974, he was the (or a) chief of the planning division of the Bureau of Reclamation.
