Graduated from South Kitsap High School in Port Orchard, Washington, in the class of 1946.

In the 1946 Bremerton, Washington, city directory, he was a student living at home with his parents.

In the 1948 Bremerton directory, he was an attendant at South Kitsap Motors. He lived at 804 DeKalb.

In 1958 he was president of the Men’s Brotherhood of the First Baptist Church of Canoga Park in or near Van Nuys, California.

In November of 1965, he and three other men formed a firm called R. J. Ellingwood Investments operating at 10135 Oak Park Ave. in Northridge, California. The firm’s name was fictitious and was made up of parts of the four men’s surnames.

Supposedly, he was originally to be named Thomas Carlisle, but that name was crossed out on birth certificate filing. Retired in 1989 from North American Rockwell.

Registered for the draft on June 5, 1917, in Mower County. Living in Grand Meadow, MN. Says he has no trade or occupation at the present. He is single, has no dependents, and does not claim exemption from the draft. He is of medium height and build with gray eyes and black hair.

In the 1920 census (January 6th), Otis, 33, and his wife Mabel, 27, were living in Wyndmere Village, Denton Township, Richland County, North Dakota. They were renting an apartment in a house on Fourth Street owned by Myron Sargent. Otis was an assistant cashier in a bank.

In the 1930 census, indexed as Skorpted, Otis and Mable were in the city of Barron, Wisconsin. Otis was a cashier in a bank.

In the 1940 census, he and Mabel and an absent Norman are shown as living in Barron. Otis is a cashier at a savings bank.

In his draft registration for World War II, he was employed by the First National Bank of Barron, Wisconsin.

Indicted by a federal grand jury in Los Angeles in August of 1974 for fraud and conspiracy related to the sale of stock in Barr Financial.

Living in Ventura, California, in 1993. He owned a diesel fuel tank cleaning and fuel polishing business.

He was divorced twice, no children, no siblings.
